New Orleans funk outfit Galactic released Carnivale Electricos on Mardi Gras ? an album idea the band has been sitting on a couple years but finally arranged, merging Carnival and regional music from its global traditions, this year. When I talked with keyboardist Rich Vogel before its release, I wrote that "the band looked to the Carnival world ? from the baile funk of Rio de Janeiro to bounce beats blasting from local parking lots, and the places in between ? to weave new elements into Galactic's frequently altered fabric ? updated as New Orleans' music and cultural landscape adjusts its palate."

James Franco seems to be Arianna Huffington's latest addition to her vast collection of human celebrity curios ? or, as she puts it, "fresh takes and real-time analysis from HuffPost's signature lineup of contributors."
Franco, who is shooting a movie here and staying on "Charters" Street, has taken to the cluttered HuffPo salt mine to write about his recent French Quarter ghost tour with "Nana (my trusty hair woman, raised in Japan) and Iris (my production consultant, raised in Mexico)." First, though, he has a note about economic development:

"...the sponsor of a stalled bill that would allow the privatization of Avoyelles Correctional Center was asked whether the measure, House Bill 850, would be brought forward for another vote. Rep. Henry Burns, R-Haughton, said, 'At this moment, my intention is that the bill will probably not move.'"

Grassroots marijuana reform campaign Legalize Louisiana has organized a series of statewide rallies tomorrow, from New Orleans to Shreveport. The group's statement is as follows:
The group demands policies creating safe and free access to cannabis medicine, for the promotion of human health in Louisiana; industrial hemp should be utilized to boost our state's economy and the health of her ecosystems; that personal use should be decriminalized, and that commercial use should be taxed and regulated, which will create justice where there is now abuse, and, simultaneously, reduce Louisiana's world-record incarceration rates.…

City Councilmembers Jon Johnson and Cynthia Hedge-Morrell were both absent from today's Joint Disaster and Recovery/Housing and Human Needs Committee meeting today.
The meeting, a presentation on property demolitions from members of Mayor Mitch Landrieu's administration, was the first since Johnson ? who serves on both committees as a regular member ? and Hedge-Morrell, who serves as an alternate on the Disaster and Recovery Committee ? walked out in the middle of last week's regular meeting, leaving only four members ? one short of a quorum ? for the remainder.…
