Mount Vernon is a city in Westchester County, New York. It is one of the closest suburbs of New York City, lying on the Bronx/Westchester County border. The city is notable in that it has a much more urban character than the rest of Westchester County; it is said to be psychographically part of the Bronx, and is one of the few cities in the United States with a majority African American population. With a population of 68,321 residents as of the 2000 Census, it is the eighth largest city in New York State. The city's eastern and western borders are the Hutchinson River and the Bronx River, respectively, and it lies between the New York City borough of the Bronx to the south, and the Town of Eastchester (of which it was once a part) to the north. -- Source: Wikipedia.com
