As of the census of 2000, there were 19,306 people, 7,560 households, and 5,231 families residing in the borough. The population density was 2,111.6/km² (5,461.6/mi²). There were 8,350 housing units at an average density of 913.3/km² (2,362.2/mi²). The racial makeup of the borough was 97.83% White, 0.29% African American, 0.14% Native American, 0.54% Asian, 0.01% Pacific Islander, 0.50% from other races, and 0.69% from two or more races. Hispanic or Latino of any race were 2.41% of the population. There were 7,560 households out of which 32.1% had children under the age of 18 living with them, 54.8% were married couples living together, 10.9% had a female householder with no husband present, and 30.8% were non-families. 25.7% of all households were made up of individuals and 10.5% had someone living alone who was 65 years of age or older.
