As of the census of 2000, there were 23,320 people, 9,338 households, and 5,957 families residing in the city. The population density was 438.6/km² (1,135.9/mi²). There were 10,041 housing units at an average density of 188.8/km² (489.1/mi²). The racial makeup of the city was 59.94% White, 31.87% African American, 0.18% Native American, 2.71% Asian, 0.02% Pacific Islander, 3.84% from other races, and 1.42% from two or more races. Hispanic or Latino of any race were 7.11% of the population. There were 9,338 households out of which 28.1% had children under the age of 18 living with them, 41.7% were married couples living together, 17.9% had a female householder with no husband present, and 36.2% were non-families. 31.4% of all households were made up of individuals and 12.7% had someone living alone who was 65 years of age or older.
