As of the census of 2000, there were 9,861 people, 3,810 households, and 2,480 families residing in the city. The population density was 519.4/km² (1,345.6/mi²). There were 4,240 housing units at an average density of 223.3/km² (578.6/mi²). The racial makeup of the city was 47.55% White, 50.91% African American, 0.09% Native American, 0.61% Asian, 0.18% from other races, and 0.66% from two or more races. Hispanic or Latino of any race were 0.79% of the population. There were 3,810 households out of which 31.1% had children under the age of 18 living with them, 39.9% were married couples living together, 21.7% had a female householder with no husband present, and 34.9% were non-families. 31.9% of all households were made up of individuals and 16.0% had someone living alone who was 65 years of age or older.
