As of the census of 2000, there were 19,680 people, 7,370 households, and 5,498 families residing in the city. The population density was 896.0/km² (2,319.8/mi²). There were 7,783 housing units at an average density of 354.4/km² (917.4/mi²). The racial makeup of the city was 93.05% White, 4.38% African American, 0.25% Native American, 0.28% Asian, 0.05% Pacific Islander, 0.59% from other races, and 1.39% from two or more races. Hispanic or Latino of any race were 1.50% of the population. There were 7,370 households out of which 40.8% had children under the age of 18 living with them, 55.7% were married couples living together, 14.7% had a female householder with no husband present, and 25.4% were non-families. 20.3% of all households were made up of individuals and 7.2% had someone living alone who was 65 years of age or older.
